Ideal Candidate Statement The ideal candidate is skilled in bookkeeping, accounting/finance, customer service, and contract compliance. This role coordinates the financial activities for various grants, contracts, and special projects and is responsible for developing and tracking invoices, department budget, and all finance related matters. This candidate will serve as a first-touch point for students, alumni, community members, employers and entrepreneurs and will be solution-oriented to connect them to appropriate services and resources. The programs specialist is innovative, welcoming and has keen attention to detail. Job Description Summary This position is 100%, 12 month, classified position The Ohlone College Tri-cities Career Center (Career Center) is an innovative organization that provides career services to students and community members. The Career Center integrates services and resources provided by the Workforce Innovation and Opportunity Act ( WIOA ) with higher education career development models and serves high school students, adult education students, community college students, college/university graduates, community job seekers, dislocated workers, under represented populations (disadvantaged adults, veterans, people with disabilities, re-entry, low-income, etc.) and employers. The Career Center also serves as the Alameda County Small Business Development Center ( SBDC ). The ACSBDC integrates services and resources provided by the U.S. Small Business Development Administration ( SBA ) to serve small businesses and aspiring entrepreneurs. The integration between education, workforce, and economic development makes Ohlone College an exciting, innovative, and cutting-edge institution of higher education. The Programs Specialist will coordinate and support eligibility screening, client intakes, event coordination, scheduling, budgeting, bookkeeping, invoicing, reporting, fiscal/program monitoring, contract compliance, administrative support, outreach/marketing, center operations, and database entry/oversight into Career Center and SBDC tracking systems and Customer Relationship Management/Career Services Management ( CRM / CSM ) systems. This role serves as a first-touch for stakeholders and is responsible for ensuring proper referral to appropriate services/resources. The Programs Specialist is a friendly, outgoing, and innovative professional with a keen-eye for details and works very closely with leadership to ensure program compliance and success.

Essential Duties Key Responsibilities: * Prepare program and fiscal monitoring, preliminary budget planning, expenditures, invoices and purchases. * Track program participants, budget and program performance. * Perform clerical duties including filing, typing and duplicating a variety of materials such as flyers, announcements and lists; answer telephones and greet visitors. * Interpret Career Center and SBDC program guidelines, policies and procedures and provide guidance with the completion of various grant and program applications. * Provide oversight and data-entry to statewide Customer Relationship Management ( CRM ) and national college Career Services Management ( CSM ) database systems to track services and activities. * Collect student and client data and verify individual documents for program eligibility and relevant next service steps. * Provide career and entrepreneurship education and planning support services. * Conduct workshops and presentations to support marketing/outreach efforts. * Develop and maintain web content, social media and informational materials and convert written, graphic, audio and video components to compatible and accessible formats. * Coordinate complex regulations and policies governing grant and programs administered by the State, federal and local government. * Communicate with administrators, students, personnel, community organizations and partner agencies to coordinate activities and programs, resolve issues and conflicts, and exchange information. * Refer eligible clients to career advisors and/or SBDC consultants for advising, training, and resources. * Assist with the coordination and implementation of job fairs, SBDC business events, SBDC workshops and trainings, and other relevant events. * Schedule and coordinate the use of career center resources and maintain event calendars. * Train and provide work direction to student workers/interns * Connect students, alumni, community members and entrepreneurs to community resources and partners. * Serve as a liaison between entrepreneurs and business consultants to facilitate meeting space, training opportunities, advising, and other needs throughout various Career Center/ SBDC satellite spaces and offices. * Perform related duties and responsibilities as assigned.

Knowledge Skills and Abilities * Ability to coordinate a budget and financials * Strong bookkeeping, invoicing, time-keeping and fiscal budget compliance requirements * Familiarity with federal, state, and local contract/grant compliance and reporting * Experience using Customer Relationship Management ( CRM ) and/or Career Services Management ( CSM ) systems * Sensitivity to diverse cultures and populations * Excellent verbal and written communication skills * Utilization of modern/current record-keeping techniques and technologies * Data security and privacy compliances * Knowledge of local partners/networks throughout Alameda County that support education, workforce, and/or economic development. * Interpersonal skills using tact, patience and courtesy * Exposure to WIOA . SBDC , SBA , CIP , and TAEP or similar programs preferred * Ability to innovate and explore new ideas, practices, and technologies * Experience working in career or entrepreneurship services, SBDC , and/or higher education preferred

Education and Experience EDUCATION AND EXPERIENCE : Any combination equivalent to a bachelor degree and one year of office administration, budgeting, accounting, program coordination, program/fiscal monitoring. LICENSES AND OTHER REQUIREMENTS : * Valid California driver's license.

Salary Range Range #36 on CSEA Salary Schedule ($49,416 - $63,108) annually

Min Salary Range $49,416 Annually

Mid Salary Range $54,492 Annually

Max Salary Range $63,108 Annually
