enterprise headquartered in Sacramento. It is one of the few state
agencies that is a revenue generator, not accepting taxpayer
dollars from the state's general fund. Our mission is to provide
supplemental funding to California schools while simultaneously
supporting local communities. Ninety-five cents of every dollar
spent by players goes back to local communities in the form of
contributions to public schools and colleges, prizes and retailer
compensation.In fiscal year 2022-23, the California Lottery
generated sales of approximately $9.2 billion with over $2.2
billion earned for California public schools. Lottery products are
sold at more than 23,000 retail locations throughout the state.
Product offerings include an average of 52 fun and entertaining
Scratchers games and several draw games such as Powerball, Mega
Millions, and SuperLotto Plus and daily games such as Fantasy 5 and
Hot Spot.Job Description and Duties:Under administrative direction
of the California State Lottery's (Lottery) Chief Information
Officer (CIO) and Deputy Director of the Information Technology
Services Division (ITSD), the Chief Strategy Officer and Assistant
Deputy Director, is responsible for IT strategic planning,
enterprise architecture services, gaming application support and
quality management, gaming vendor management, IT budgeting, IT
procurements and contracting, IT policy development, and general IT
administrative services. The incumbent serves as a technology
generalist and acts as a representative of the Lottery for internal
and external contacts related to the areas of strategic support.
The duties for this position include components from all six
domains: Business Technology Management, Information Security
Engineering, Client Services, IT Project Management, Software
Engineering, and System Engineering.This position is headquartered
in Sacramento and is eligible for either a remote-based or
office-based telework schedule. Employees must be able to report to
their assigned headquarters office as needed. Travel expense to and
from the assigned headquarters are the responsibility of the
employee. Eligibility for telework requires employee residence in
California per California Government Code Section 14200 which
states: "telecommuting means the partial or total substitution of
computers or telecommunication technologies, or both, for the
commute to work by employees residing in California.Working
Conditions
- The incumbent will work in a fast-paced environment, with
competing priorities, and critical deliverables.a. Schedule: This
position has work hours from 8:00 a.m. to 5:00 p.m. unless approved
by the CIO. Weekends, long and/or irregular hours, after-hours
work, and holiday work may be required.b. Travel: Statewide
overnight travel may be required.c. Other: This position is
required to carry a Lottery-issued mobile phone. This position is
required to be reachable outside of normal business hours.Desirable
Qualifications
- Strong leadership skills including the ability to engage,
inspire, empower, develop, and mentor staff.
- Strong knowledge of time management techniques to provide for
efficient prioritization and completion of competing work
assignments for self and subordinate staff.
- Strong knowledge of supervisory and management principles,
practices, and techniques to oversee the work activities of
subordinate staff to ensure operation functions effectively.
- Excellent written and verbal skills including strong
interpersonal and customer service skills with the ability to
adjust to changing priorities and quickly respond to urgent
matters. Includes the ability to conduct presentations before
audiences of all levels and size.
- Experience in IT procurements and acquisitions, IT budget
management, and general IT administrative services.
- Experience in the development and implementation of policies,
procedures, standards, and processes.
- Knowledge of and experience in project management, portfolio
management, and architecture/technology governance processes.
- Experience performing or overseeing contract and vendor
management functions.
- Knowledge of and experience delivering enterprise architecture
services, including the development and execution of strategic
plans, innovative solutions, and road maps.
- Excellent critical thinking and analysis skills demonstrating
the ability to transform complex technology challenges into clear
actions.
- Demonstrates expertise in leveraging data-driven insights to
align IT initiatives with business goals and sustainable
