Executive Director - Developmental Disabilities Clear Creek Services, Inc. (CCS) is a private non profit corporation created in 2000 by a group of families who were concerned about the future care of their loved ones with developmental disabilities. The homes of CCS are exceptional board and care homes. The three well-maintained homes were custom-designed for adult residential living, and create a peaceful, interactive campus where residents engage as a community and enjoy living in their home.CCS is a non-profit corporation whose vision is that all adults with developmental disabilities are active and valued members of society who live in the heart of their community. CCS facilities are centered around two basic principles: 1) Residents are active and valued community members who participate in vocational or day programs, community service, and local events; 2) Residents and staff are partners who together create a warm and loving home environment.CCS owns and operates three six-bed residential facilities for 18 adults with developmental disabilities that allow them to age in place. The homes are licensed by the California Department of Developmental Services Community Care Licensing Division (CCLD) and the Regional Center of the East Bay (RCEB). Oak Home is licensed and vendorized as Level 3, Cedar Home as Level 4b and Redwood Home as Level 4I. Services to our residents are funded by a combination of federal and state funds. We are seeking a motivated, compassionate and caring leader who will ensure that our residents receive high quality services in a safe, supportive, and engaging environment. This individual should be able to lead the organization in long-term planning and manage finances. Position Description The Executive Director will lead CCS, overseeing staff and the daily operations of the organization, including finances. The Executive Director also supervises the Administrator(s) at Redwood, Oak, and Cedar Homes, as well as the direct care staff at all three homes, and consultants as needed. The Executive Director is responsible for ensuring that all three homes are operating in compliance and good standing with CCLD and RCEB. The Executive Director reports directly to the CCS Board of Directors (Board). The Executive Director will partner with the CCS Board of Directors to determine long-term organizational growth and facilities planning, and will implement any long-term plans (to be determined by CCS Board of Directors), including financial transactions, investments, and management. Duties & Responsibilities NOTE: This position requires being on site for most duties & responsibilities. Oversee general operations (including human resources) of CCS. Promote a positive, safe, and quality lifestyle for CCS residents. Work with the Board of Directors to set and achieve CCS priorities. Ensure staff supervision, and scheduling. Hire and retain qualified care staff for the homes. Lead staff professional development so that they can support Residents' growth and accomplishments. Work with house administrators to maintain administrative, personnel, and resident records. Work with Regional Center to fill room vacancies if/when they become available. Lead coordination of residents' health, training, and activity schedules. Manage day-to-day finances, work with CSS accountant on a regular basis, and handle long-term investments. Develop short and long term operational budgets and report monthly to the Board. Work with CCS CPA to complete yearly RCEB financial review and to prepare tax returns. Actively seek grants and additional funds to continually improve client care and staff retention (example: applying as a day program for residents who remain at home) Maintain positive relations with regulatory agencies, placement agencies, family members, and the Board. Maintain site operations in compliance with all applicable regulations, including COVID regulations, and laws as well as best practices for the field of developmental disabilities. Assure facilities and equipment are maintained. Identify and oversee with board members maintenance and construction projects for safety of site and capital improvements. Maintain Program Policies and Procedures. Work with licensing board to relicense two homes (Redwood and Cedar). Address resident or site emergencies as they occur on or off site. Qualifications Meet all Title 22 and Title 17 requirements for an administrator of a licensed and vendorized facility or be able to meet those requirements within 60 days of hire. (Certification requires approval by RCEB and CCLD, and six months minimum prior experience with developmental disabilities.) Knowledge of developmental disabilities and at least four years work experience with adults with developmental disabilities. Be available 24/7 for resident or facility emergencies. (This responsibility is typically shared among program administrators.) Basic computer, finance, management, and bookkeeping skills. Ability to relate effectively with staff, residents, family members, board members, and other professionals in the field. Experience with obtaining and/or maintaining CCLD license for care facility. Bachelor's degree in human services or public/non-profit administration OR minimum of four years professional experience in supervising/organizing human service programs. Master's degree in human service or public/non-profit administration a plus. Must have access to an automobile, valid drivers license and auto insurance for use on the job.
